Sealed bids will be received at the office of the City Clerk in the City Building, 400 East Military Avenue, Fremont, Nebraska, until 2:30 p.m., August 27, 2012, and be publicly opened and read in the Council Chambers at that time for all tools, labor and materials necessary to complete the work required for AIRPORT PAVING AND UTILITY IMPROVEMENTS, SOUTH HANGAR COMPLEX as per the Plans and Specifications prepared by the Engineering Department and on file with the City Clerk.

Contractors to be qualified to bid must obtain the Plans, Specifications and Contract Documents from the City Engineer’s office Telephone: (402) 727-2636. A non-refundable deposit of $25.00 will be charged for each set of Plans and Specifications.
Each bid shall be accompanied by a Bid Bond, Cashier’s Check or Certified Check, the amount of which is not less than Five Percent (5%) of the bid price of all work bid, and which shall guarantee good faith on the part of the bidder; and the entering into contract within ten (10) days after awarding of the bid.
The bid shall be sealed and addressed to the City Clerk, Fremont, Nebraska, and labeled on the outside “SEALED BID FOR AIRPORT PAVING AND UTILITY IMPROVEMENTS".
Any bids received from contractors not so qualified will be returned unopened.
The contractor will be required to furnish a Performance, Payment and Maintenance Bond in a sum equal to One Hundred Percent (100%) of the contract price for a period of one year past the completion of the project.
Any proposal received which is not accompanied by a Bid Security will not be considered. The Bid Security of the successful bidder will be returned when the contracts have been signed, filed with and approved by the City. The Bid Security of the unsuccessful bidders will be returned when their bids are rejected. The City of Fremont hereby reserves the right to accept that bid which in its judgment will produce the best job of workmanship and material, whether or not it is the lowest bid; and reserves the right to reject any or all bids and to waive any or all informalities of any proposal.
The successful bidder will be required to submit an acceptable Affirmative Action Statement and Program to the office of the Mayor within ten (10) days after the bid has been awarded by the Fremont City Council. Failure to submit an acceptable Affirmative Action Statement and Program within the time allotted shall result in the forfeiture of the bidder’s bond.
Before the Final Payment may be made on the Final Three Percent (3%) of the Contract, the contractor shall furnish a written clearance from the Commissioner of Labor of the State of Nebraska, certifying that all payments then due of contributions or interest which may have arisen under the contract have been made by the contractor or his subcontractors to the Unemployment Compensation Fund.
All work shall conform to the City of Fremont’s Standard Specifications for Public Works Construction, latest edition.
