City Clerk - FAQ

Council meetings are held the second and last Tuesday of the month.

Yes. We will check and replace smoke detector batteries upon request for elderly and disabled citizens. Call us on the non-emergency number (727-2688) to set up an appointment. There is no charge.

Our fire response area is within the Fremont City limits. EMS (Emergency Medical Service) is provided east to the Washington County line, west approximately seven miles, north two miles, and south to the Platte River. Upon request from neighboring agencies, in accordance with mutual aid agreements, those lines can be crossed.

Yes. If you are transported or assisted by the rescue squad there will be a charge. Insurance often will pay for this service. The city will not bill private insurance, statements are mailed directly to the patient to which services were provided. The city will directly bill Medicare/Medicaid/VA/Railroad/Champus. Inspections - FAQ
|
|
Safety is the primary reason for requiring permits. City inspectors check to make sure construction and installations are done properly for the protection of your family and property, your neighbors or future buyers of your property.
|
|
|
• All construction, alteration or repair of buildings in the City of Fremont, or within the City’s 2-mile jurisdiction, with a value of $500 or more (inclusive of labor and materials) requires a permit. • A contractor can obtain the permit for the work; but it is the property owner’s responsibility to be certain that all construction has a permit.
• Even if you are performing the work yourself, the permit fee is based upon the cost of materials and labor. The amount for labor is determined by taking half the cost of the materials. This will give you the total cost of the job relating to your permit fee. • All fences, sheds and signs require a permit regardless of the cost.

Painting, wallpapering and carpeting do not require permits. Additionally, sidewalks NOT in the City right-of-way do not require permits.

The cost varies depending on the type of project, but it is not prohibitive.

Building inspectors are most generally out of the office from the hours of 9:00 a.m. to 11:00 a.m. and 1:30 to 3:30 performing inspections, therefore, most permits cannot be written during this time.

If your home was built prior to February 1, 1979, there were no flood proof basements. Therefore NO elevation certificate will be on file at the Building Department.

KFB - FAQ
|
|
Currently, Fremont does not have a collection site for waste paint. Leftover paint should be dried and disposed of in the regular trash.
• For small amounts of paint – use up by painting on newspaper, cardboard, wood or carpet. Dispose the dried painted material in trash. Leave the lids off the paint cans so the trash hauler will know that they are dry.
• For large amounts of paint – Pour 1 “ layers of paint into a plastic-lined box. Let each layer dry, then repeat. The paint will dry faster if an absorbent such as clay-based kitty litter or vermiculite is added to the paint. Place dry material in a trash bag, seal, and discard in the trash.
• Do not pour liquid paint down the drain, on the ground, or put in the trash. Improper disposal may contaminate ground and surface water supplies.

City Ordinance regarding un-mowed lawns (FREMONT ORDINANCE 4-602) states that it is the duty of every owner of real estate in the City to cut and clear such real estate of all weeds and worthless vegetation. If your neighbor is in violation of this ordinance, you may call Keep Fremont Beautiful at 727-2808 to report the un-mowed lawn. It is important that you note the exact address of the offending lawn. KFB will send the complaint to the Fremont Police Department for enforcement procedures.

The Dial-A-Truck Project is conducted twice a year in May and October for those Fremont citizens who truly need our help. You may call the KFB Office at 727-2808 by April 10th and October 1st to learn the exact dates of community clean-up.

Keep Fremont Beautiful and the All Metals Market conduct the metals recycling drop site the last Saturday morning in April and the last Wednesday evening in August.

We have drop-off sites for aluminum, appliances, batteries, books, cardboard, ink jet cartridges, magazines, newspaper, office paper, metals, oil, plastic film containers, plastic, tin cans, salvage, appliances, telephone books and good used clothing and household goods. Waste Connections of Nebraska operates a recycling facility at 1200 Hamilton in the Hormel Industrial Area. Waste Connections also provides containers for recyclables at Hy-Vee Parking Lot at 840 East 23rd. Fremont has a number of facilities and businesses that accept a variety of waste materials.

The Executive Coordinator, Sue Reyzlik, would be glad to schedule a presentation. We have programs for adult and youth. Topics include Litter Reduction, Recycling, Buy Recycled and Community Beautification. Programs range from 15 minutes to 1 hour in length.

You can renew items from our online catalog, which is accessible from our web page (look for the Library catalog link under Quick Links on the left side of the page).
- From the catalog, click on the My Account tab.
- Login* with your library barcode (library card number) and PIN (usually the last 4 digits of your home phone number).
- Click on Items Out to see what you currently have checked out on your card.
- Select the item(s) you want to renew by clicking in the check boxes.
- Click on Renew selected in the upper right half of the screen.* We recently made a change to how our catalog works. If you set up a new user name and password prior to May 28, 2008, those user names and passwords will no longer work. You only need your library card number and PIN to access your account information.

Yes! As part of our upgrade at the end of May, Keene Memorial Library is now able to send you an email reminder three days before your items are due. Stop by the Circulation Desk next time you're in to sign up for the email reminders.
You can also join Library Elf, an Internet-based tool for keeping track of what's due, overdue and ready for pickup. Users can keep track of one or more library accounts in one place and receive reminders (sometimes called pre-overdue or early notification). Reminders are sent when the user wants it -- before items are due (up to seven days advance notice, weekly notice or everyday reminders). For families or anyone who'd like reminders before an item is due (user-selectable number of days notice).

Most materials check out for 3 weeks and can be renewed once.
New books (with a colored dot on the spine) are checked out for two weeks and can not be renewed.OverDrive Checkout - 7 days
OverDrive (downloadable audiobook) titles you checked out prior to Monday, June 16 will automatically return themselves at the end of two weeks (14 days); any titles checked out on or after Monday, June 16 will automatically return themselves after one week (7 days).

Parks Dept - FAQ

Yes. A dog run is located at the East end of Clemmons Park.

Picnic shelters at Clemmons, Memorial and Davenport are available to be reserved daily. The cost is $12 a session or $22 for the day. Session 1 is 11:00am - 4:00pm and session 2 is from 4:30pm - 9:30pm. Call 727-2810.

Yes, sand volleyball courts are at Clemmons and Ronin Parks.

Please allow 3 working days for completion of the FPD MV Accident Report. At that time it is available at Records on the 2nd floor of the police department.

will be provided to the parties involved. You are required to complete and return this form within 10 days to:

There is a $5.00 charge for the application process. The application is available at Records 2nd Floor of the Police Department. You must be at least 21 years of age, a resident of the City of Fremont (within City limits), and provide photo ID. A State of Nebraska APPLICATION TO PURCHASE, LEASE, RENT, OR RECEIVE TRANSFER OF HANDGUN form must be completed. Allow approximately 3 working days for the permit to be issued.

At Records 2nd floor of the police department. There is a $5.00 charge for a criminal history check. A CRIMINAL HISTORY RECORD DISSEMINATION FORM will need to be completed at time of payment. This type of criminal history records check is for our jurisdiction only.
NOTE: The criminal history record does not include juvenile records or traffic data. Only criminal history records with a court disposition can be released.

Fremont Police Department performs fingerprinting on Thursdays only, from 8:00 a.m. to 5:00 p.m. There is a $5.00 charge for the service. The fee is to be paid at Records 2nd Floor of the police department and an available officer will perform the fingerprinting at that time. No appointments are taken.

Currently we accept cash or personal check, made payable to: City of Fremont. Payment must be received prior to release of reports/services.

Utilities - FAQ
|
|
If you are 19 or older, bring a current government issued photo ID and $30 to the business office at 400 E. Military between 8:00 a.m. and 4:30 p.m. and fill out an application. Applications received before 2:00 p.m. will be connected that day.
|
|
|
Come to 400 E. Military and sign a termination card for your old address. If your new address is within our service area, fill out an application for your new address. At that time, pay the $25 transfer fee and any delinquent balance on your current bill. Any amount currently due will be transferred to the bill for your new address.
|
|
|
If you had a previous account with us that was sent to the Credit Bureau for collection, you will need to pay a deposit of twice the amount of the highest bill at your new address and the amount owed to the Credit Bureau before service can be established. Payment must be in cash.
|
|
|
Budget Billing is a payment plan that allows you to pay the same amount every month. You must have lived at the address long enough to have twelve monthly bills. We take the amount of your 12 bills and divide by 11. This is the amount you will pay each month. Sign up is during the month of April.
|
|
|
Yes, we accept VISA and MASTERCARD at the business office at 400 E Military.
|
|
|
The amount of your sewer bill is based on an average of your water usage during December, January and February. Each year your average is refigured and the new amount is applied to your April bill.

|
Yes. Simply fill out an Automatic Bank Payment form (Downloadable from our site) and return it to us along with a voided check. Your bill will be paid by the bank on the due date.
|
|
|
Twice a year we flush our water main lines to keep them clear of manganese and sediment. Simply let your water run for several minutes and it will clear up.
|
|
|
If your parents sign a Third Party Notification form, you will receive a copy of their bills and their delinquent notices.
|
|
|
We have a Landowner’s Agreement form which authorizes us to do this for you. In addition, if you would like to be notified when that happens, we can send you a certified letter for a nominal fee.

Waste Transfer - FAQ
|
|
Railroad ties, vehicle gas tanks, fluorescent light ballasts, propane tanks, large amounts of oil, asbestos in any form.

Yes.
1 – Refrigerators and air conditioners must have coolant drained and tagged.
2 – Tires must be removed from the rims.
3 – Yard and tree waste must be separated from household waste.
4 – Paints must be completely dry and hardened.
