3. Do you check and/or change smoke detector batteries and is there a charge?

Yes. We will check and replace smoke detector batteries upon request for elderly and disabled citizens. Call on the non-emergency number (402) 727-2688 to set up an appointment. Currently, there is no charge.

5. What is your response area?

Our fire response area is within the Fremont City limits. EMS (Emergency Medical Service) is provided east to the Washington County line, west approximately seven miles, north two miles, and south to the Platte River. Upon request from neighboring agencies, in accordance with mutual aid agreements, those lines can be crossed.

6. Is there a charge for using the ambulance?

Yes. If you are transported or assisted by the rescue squad there will be a charge. Insurance will sometimes pay part of the charges for this service. The city contracts with EMS Billing Services to bill and collect fees for the use of the rescue squad. See the link to squad fees for a current rate schedule.

7. Do you install or inspect child car seats?

No, we don't. However, members of the Dodge County Sheriff's Office are certified to install and inspect car seats. You may reach them at 402-727-2700 to make an appointment. They are located in the Dodge County Courthouse (435 N Park in Fremont).

Three Rivers District Health Department also provides this service. They can be reached at 402-727-5396 and are located at 2400 North Lincoln Street in Fremont.

1. What parts of the Ordinance are being enforced?

All sections of Ordinance No. 5165 relating to illegal immigration are being enforced.

2. How do I obtain an occupancy license?

Occupancy license applications can be obtained at the City Clerk's Office, 400 East Military, Municipal Building, 2nd floor or download the application from the City's website.

3. Who must register with E-Verify?

a. Any business entity that applies for any business license or permit in the City, or is awarded a contract for work to be performed in the City, or applies for any grant or loan from the City.
b. Every business entity employing one or more employees and performing work within the City shall register within 60 days after the effective date of the Ordinance.
c. Any business entity employing one or more employees that begins performing work within the City later than 60 days after the effective date of the Ordinance.

4. When does the Ordinance go into effect?

The e-verify portion became effective March 5, 2012. The housing portion became effective April 10, 2014.

5. What is a “business entity” as defined by Ordinance 5165?

"Business entity means any person, group of persons, partnership or corporation that engages in any activity, enterprise, profession or occupation for financial gain, benefit, or livelihood, and shall include all such activities, enterprises, professions, or occupations, whether performed in one or more establishments by one or more corporate or other organizational units, including departments or establishments operated through leasing arrangements, whether for profit or not-for-profit. The term business entity shall include but not be limited to contractors, subcontractors, self-employed individuals, partnerships, and corporations. The term business entity shall include both business entities that are required to obtain a license or permit to conduct business in the City of Fremont and businesses that are not required to obtain a license or permit to conduct business in the City of Fremont.”

6. Who must execute an affidavit and submit it to the City?

Any business entity that applies for any business license or permit in the City, or is awarded a contract for work to be performed in the City, or applies for any grant or loan from the City is required to execute an affidavit to the effect that the business entity does not knowingly employ any person who is an unauthorized alien. 7. Which employees do I need to E-Verify?

Only those who are hired after the registration date.

8. What happens if I do not register?

If the business possesses any business license from the City, a contract for work to be performed in the City, or a loan or grant from the City, they are subject to the following penalties:
- Revocation, cancellation, or recall of any City issued permit, contract, or grant.
- The City may also accelerate any loan issued by the City and institute a civil action to collect any sums due.
- Violators will be tried at a public hearing before the City Council.

Other businesses subject to the Ordinance and those businesses listed above, are subject to the following penalty:
- City Attorney may file civil action seeking injunctive relief forcing compliance with the Ordinance.

1. How many acres of parks does Fremont have?

Fremont has over 400 acres of park land.

2. Is there a park for dogs?

Yes. Fremont has two dog runs. Clemmons Dog Run is a single open run at the east end of Clemmons Park located at 16th and Luther Road. Dog Park West has separate fenced areas for small dogs and large dogs and is located across from Davenport Park, Linden and Davenport.

3. Which parks have shelters that can be rented?

1. When will my motor vehicle accident report be completed?

Please allow 3 working days for completion of the FPD MV Accident Report. At that time it is available at Records on the 2nd floor of the police department. There is a $5.00 charge for reports that are picked up and a $6.00 charge for reports that are mailed or faxed. 

2. Can I get a copy of my arrest report?

Yes, by subpoena only please.

3. Can I get a copy of my theft report?

Yes, $5.00 to pick it up; $6.00 to have it mailed or faxed (expect 3 working days).
Theft reports are available in Records on the 2nd floor of the police department.

4. How much is a bike permit?

$2.00 for a lifetime permit. Be prepared to provide serial number, make, model, & description of bicycle.

5. How do I obtain a gun permit?

There is a $5.00 charge for the application process. The application is available at Records 2nd Floor of the Police Department. You must be at least 21 years of age, a resident of the City of Fremont (within City limits), and provide photo ID. A State of Nebraska APPLICATION TO PURCHASE, LEASE, RENT, OR RECEIVE TRANSFER OF HANDGUN form must be completed. Allow approximately 3 working days for the permit to be issued. 6. Where do I get a criminal history check?

At Records 2nd floor of the police department. There is a $15.00 charge for a criminal history check. The charge is $16.00 if the report is mailed or faxed. A CRIMINAL HISTORY RECORD DISSEMINATION FORM will need to be completed at time of payment. This type of criminal history records check is for our jurisdiction only.
NOTE: The criminal history record does not include juvenile records or traffic data. Only criminal history records with a court disposition can be released.

7. How do I go about getting fingerprinted?

Fremont Police Department performs fingerprinting on Tuesdays and Thursdays from 8:00 a.m. to 4:00 p.m. by appointment only.  Please call 402-727-2664, extension 253, to schedule your appointment.  Masks are required

There is a $15.00 fee for the service.  The fee is to be paid on the 2nd floor - Records Department - at the time of fingerprinting.

8. How do I make payment for services?

Currently we accept credit card, cash or check, made payable to: City of Fremont. Payment must be received prior to release of reports/services.

9. How do I dispose of my old prescription medications?

Put them in the Rx Drug Drop Box located in the lobby of the Fremont Police Department.

1. How do I start utility service?

Applications for Service can be made online at Start or Stop Service | Fremont, NE - Official Website (fremontne.gov) or in person at 400 East Military Avenue.  Our office hours are Monday through Friday, 8:00 a.m. to 4:30 p.m.  Customers must be 19 years of age and present a valid, government issued, photo ID. 

2. I’m moving. How do I transfer my utilities?

You will need to complete a Termination Request Form for your current address and an Application for Service for your new address.  Both forms can be found online at Start or Stop Service | Fremont, NE - Official Website (fremontne.gov) or can be completed in person at 400 East Military Avenue, Monday through Friday, 8:00 a.m. to 4:30 p.m.

3. How can I save money and conserve energy?

4. Do I need a deposit?

You will need a deposit if you are a new customer or if you are a previous customer that was sent to the Credit Bureau for collection of an old bill. If you are a new customer your deposit will be $200.00. If you had an old account referred to the Credit Bureau, you will need to pay the old amount due plus the deposit of twice the highest bill at your new address.

5. What is Budget Billing and how do you sign up?

Budget Billing is a payment plan that allows you to pay the same amount every month. You must have lived at the address long enough to have twelve monthly bills. We take the amount of your 12 bills and divide by 11. This is the amount you will pay each month. Sign-up is open once per year during the month of April. To sign up for Budget Billing, return the completed Budget Billing Form to the Customer Service Department located at 400 East Military Avenue during the month of April or give us a call at 402-727-2600. 

6. Can I pay with a credit card?

Yes, we accept all major credit cards online through our online payment portal and over the counter at 400 East Military Avenue. 

7. What is a sewer average?

The amount of your sewer bill is based on an average of your water usage during December, January and February. Each year your average is refigured and the new amount is applied to your April bill.

8. How do I sign up for automatic payments?

There are two ways to sign up for automatic payment. The first option is to fill out an Automatic Bank Payment form (downloadable from our site) and return it to us along with a voided check. The second option is to sign up on-line through our online bill payment service. 

9. I have rental property and would like the utilities to be put in my name automatically when a tenant moves out. Can you do that for me?

We have a Landowner’s Agreement form which authorizes us to do this for you. In addition, if you would like to be notified when that happens, we can send you a certified letter for a nominal fee. Return the completed Landowner Agreement Form to us at 400 East Military Avenue to sign up. 

10. Does the Department of Utilities winterize my property if the power is shut-off?

No, the Fremont Department of Utilities does not winterize properties.  If the power is disconnected through the customer's request or as a result of non-payment, the water remains the responsibility of the customer.  A plumber will need to be contacted in order to have the water shut-off to a property. 

11. How can I obtain a copy of my bill?

Register your account at our online payment portal to obtain a copy of your current and past bills at no charge.  You may also request printed copies via the Customer Service Department by calling 402-727-2600.  A small fee applies when copies are provided through the Customer Service Department.  

12. Do I need to call someone before I start digging in my yard?

Yes, the utilities need to be located before you start digging. You can call the Digger's Hotline by dialing 811 from your cell phone or 800-331-5666 from a landline phone.  You can also email them ne@occinc.com. The underground utilities will be located at no charge when you call the Digger's Hotline.  The underground lines will be marked with paint or flags. Red = Electric Lines; Yellow = Gas Lines; Blue = Water Lines; Green = Sewer Lines.

1. Planning to be away for an extended period?

To prevent freeze-ups: Keep furnace at its normal setting - Have someone briefly run all faucets daily to reduce the risk of frozen pipes - Turn off your water at the meter. If a pipe does freeze, only a minimal amount of damage will occur - Drain all pipes, toilets and water lines to be completely safe - Shut water off at the stop box.

2. Before you buy a house, check it out!

If you are buying a house, check with the seller or your Realtor about the existing water service or private line. When was it installed? Have there been repairs? When the service is very old and made of a material that can corrode, the water service line may be deteriorated. If the water service line leaks, you are responsible for the repairs. Also, check that the required backflow devices are in place for boiler type furnaces, lawn sprinkler systems and on outside faucets. Devices on boilers require annual testing, lawn sprinklers require testing every 5 years. And the devices on faucets are non-testable. Please call the Water Department at 402-727-2613 to make sure that the test on these devices are up to date.
