[ARCHIVED] Flood Inspection Protocol

Properties located in a floodplain must have a damage assessment conducted by the City of Fremont. Before doing any repair work, the building must be assessed to evaluate the extent of the damage. This is required by the City’s flood plain regulations, the State Statute and federal law.

The building department is going door to door to inspect homes that have been affected by the flooding. They will do an inspection of the home and issue a colored placard as shown and described below.

If inspectors are unable to gain access to the interior of a home or business, they will leave a note on the door with instructions on how to contact the building department.

If your building received damage from the flood, the steps below must be followed prior to obtaining a City of Fremont permit and prior to making repairs:

  1. A City of Fremont Building Code assessment (If you have received a placard, an assessment has been completed) - An assessment is essential to ensure compliance with federal, state, and local regulations and ensures the City is eligible for Federal assistance.
  2. Estimates to repair ALL flood damage to bring the structure into compliance with building and floodplain regulations (per CFR 44 60.3c guidleines) by either submitting a) A quote for repairs from a registered contractor, or b) A list of itemized materials and related labor costs if the work is being done by the property owner.
  3. Provide pre-flood market value of the structure (either County assessed value or a certified appraisal from a licensed appraiser). If estimated repairs exceed fifty-percent (50%) of the assessed or certified appraised value, the structure cannot be repaired unless it complies with all floodplain regulations.
  4. Schedule an appointment for a second assessment to be sure the proposed repairs will bring the structure back into compliance with building and floodplain regulations.
  5. Submit application to City of Fremont for permit (fee required).

Green Placard: Home or business is safe and Habitable - No obvious structural damage - The furnace, water heater, and electrical panel have NOT been exposed to floodwater.  Please note that a green placard does not mean you will not need a building permit.  building permits are still required for these types of repairs: Outlets (receptacles), gas piping, and air-conditioner.  If you are unsure if a building permit is required, please call us at 402-727-2636.

Yellow Placard: Home or business has Limited Entry and is Habitable - No significant structural damage (i.e. slight bowing of wall(s) or foundation damage) - The electric panel has NOT been exposed to flood water, so electric service will remain connected - The furnace and/or water heater have been exposed to floodwater, so natural gas service will be disconnected.  Please note that a yellow placard does not mean you will not need a building permit.  Building permits are still required for these types of repairs: Outlets (receptacles), gas piping, furnace, water heater, air-conditioner, structure/foundation, and siding.  If you are unsure if a building permit is required, please call us at 402-727-2636.

Red Placard: Home or business is UNSAFE and Inhabitable - Significant structural damage of wall(s) or foundation damage - The electric panel service has been exposed to floodwater so electric service will be disconnected - The furnace and/or water heater have been exposed to floodwater, so natural gas service will be disconnected.  A red placard WILL require a building permit before repairs can be started.  Please follow the steps listed to obtain a building permit.
