The City of Fremont, Nebraska has initiated Safe Streets 4 Fremont-Here We Grow, Together We Go Safely, a community-driven initiative to develop the Fremont’s Safe Streets and Roads for All (SS4A) Safety Action Plan. This plan is designed to eliminate all fatal crashes and significantly reduce serious injury crashes across Fremont’s highway, street, sidewalk, and trail transportation network. 

The Safe Streets 4 Fremont Safety Action Plan will provide the City with critical insights and data-driven recommendations to guide future transportation safety initiatives. Key areas of focus include identifying risk factors, analyzing crash patterns, and outlining strategic safety goals. The design and implementation of specific safety interventions will be pursued as separate future projects by the City, building on the foundation of the Safe Streets 4 Fremont initiative. 

The outcome of this plan will provide an overview of the following: 

  • Historical crash data for the City of Fremont
  • Development of applicable safety countermeasures
  • Equitable access and use of transportation systems
  • Focused pedestrian/bicycle improvements
  • Deployment of smart technologies to prioritize safe mobility

What is a Safe Street and Roads for All (SS4A) Safety Action Plan?

The U.S. Department of Transportation (USDOT) established the Safe Streets and Roads for All (SS4A) discretionary program in 2022 with $5 billion appropriated over the next five years (2022-2026). The City of Fremont successfully obtained SS4A grant dollars in late 2024 and officially kicked off its Safe Streets 4 Fremont Initiative in summer of 2025.

The SS4A program follows the Safe System Approach to achieve the goal of zero roadway deaths and reduce severe injury crashes in a community.

A Safe System Approach incorporates the following principles:

  • Death and Serious Injuries are Unacceptable
  • Humans Make Mistakes
  • Humans Are Vulnerable
  • Responsibility is Shared
  • Safety is Proactive
  • Redundancy is Crucial

To ensure community values are represented throughout the development of the plan,  an Advisory Team has been assembled by the City for this project.
