Natural Gas Excess Flow Valve Information

What is an excess flow valve?

An Excess flow valve (EFV) is a mechanical shut-off device that can be installed in the natural gas service line to the customer.   The EFV is installed near the gas main and is designed to shut off the flow of natural gas automatically if the gas service is severed. EFVs may not close if the downstream leak is small. 

Do all service lines have an EFV?

No, Federal Regulations require an EFV on any new or replaced single service line that serves a single-family residence, multi-family residence or a small commercial customer.  A EFV can be used when the customer’s natural gas load is below 1000 SCFH at the time of meter installation.  If the gas load is over 1000 SCFH a manual service line shut off valve will be installed.

 Do I currently have an EFV on my gas service line?

Fremont Department of Utilities proactively began installing EFVs in 2017.  To verify if your property has an EFV please email naturalgas@fremontne.gov or call 402-727-2613.

Can I request an EFV if I don’t have one?

Yes, customers may request an EFV installation by contacting us.  A natural gas representative will contact you to set up an appointment to discuss installation.

 Is there a cost to install and maintain an EFV?

Fremont’s Master Fee Schedule (MFS) has included the cost of installing an EFV on any new gas service.  Fremont Utilities will install and pay for an EFV on any gas service that is replaced as part of our routine maintenance program.  If the customer requests a EFV and the service line is not scheduled to be replaced as part of our routine maintenance program the customer will be responsible to fund the install.   A typical charge to install an EFV is $1500; however, each job is unique.  Although EFV’s rarely malfunction, FDU is responsible for maintaining EFV’s after installation.       

What happens if I change my natural gas load?

The customer will be responsible for costs to modify the gas infrastructure if the existing service is not sized sufficiently to handle the additional loading and the existing service is not scheduled to be replaced as part of our routine maintenance plan.  Typical changes that may significantly increase your natural gas usage are the addition of gas appliances, pool heaters, or backup generators.

Who installs an EFV?

The Fremont Department of Utilities, or its contractor, are the only authorized groups to install an EFV in Fremont’s Natural Gas system.
